The Modi government have finally suspended further allocation under the Skill India, PMKVY 2.0, in three BJP-ruled states i.e. Uttar Pradesh, Haryana and Rajasthan after finding irregularities like fraudulent enrollment of ghost candidates by the franchisee skill centres as reported
“After initial investigations, we found that as many as 40 per cent candidates enrolled for the vocational course under the scheme in UP, Haryana and Rajasthan only exist on paper,” a senior government official said.
When Rajiv Pratap Rudy, Union Skill Development and Entrepreneurship Minister, was asked about instances of irregularities being reported under the PMKVY, as reported by BS
“We had cases like that, we have looked into it but the PMKVY 2 is a robust, transparent and accountable scheme so we are happy with its performance and we learnt through the shortcomings of the PMKVY”.
40% enrollments are ghost entries :
As per the reports, about 40% of the enrolled trainees are subject to ghost entries in skill development centres in BJP ruled states i.e. Uttar Pradesh, Haryana and Rajasthan. A huge number of centres are likely to face cancellation in these states as reported.

As reported, states where targets have been achieved hurriedly raising suspicion. Few more states including Madhya Pradesh is on radar.
As per the inquiry instituted by the ministry, points out to franchisee centres which are illegally outsourced the training to third parties as against PMKVY’s rules. Further inquiry points out to irregularities where many franchise centres being converted into coaching centres with PMKVY logo missing from their premises during surprise inspection recently.
As per the officials, allocation of franchise centres under PMKVY-2 shall be continued in other states
Franchisee fudge the funds through seeding the aadhaar :
Aadhaar card of trainees used to open account and later amounts have been deposited in these accounts without notifying the account holder i.e. Trainee. Watch the video
